By empirical analysis to the society, economics, and culture, it retrospects the development situation of the northwest five provinces(Shaanxi, Gansu, Ningxia, Xinjiang, Qinghai). It concludes the development experience, raises highlighted problems, and puts forwards political policy suggestion. As the first blue book of the northwest, there is retrospection to 2011 and analysis prediction to 2012 and the first retrospection to the first ten years and predicts the next ten years.
