Please note that the wellness of confetti sticks can depend on conditions such as humidity and temperature, but creating static will help preventing from these conditions. Another suggestion for successfully sticking confetti is to add a couple drops of regular water, sugar water, or hairspray into the balloons when you are blowing them up. This will help keeping confetti stuck to the sides, but may cause streaking on the inside of the balloons.
