Forester, as well as William "Wild Bill" Donovan, the founder of America's secret intelligence agency, the OSS, the precursor to the CIA. Although she has a secret admirer in President Franklin Roosevelt, she faces off with FBI Director J. Edgar Hoover, who is investigating a young Navy lieutenant named John F.
