The book is revised on the basis of published papers and mainly discusses some issues about the birth of the rule of law regime in modern China. The rule of law regime theory interprets that only constitutionalism will require and realize the rule of law. Establishment of a democratic constitutional rule of law regime is the goal of the Revolution of 1911. To achieve this goal, the ""Provisional Constitution"" issued in early 1912 initially built the rule of law regime of the Republic of China, but the regime encountered difficulties. The study on the rule of law regime theory and the creation of rule of law regime in the early days of Republic of China can help us review the ideas of the rule of law of the governing law.
