The mission of the Association for Diplomatic Studies and Training (ADST) is to capture, preserve, and share the experiences of America’s diplomats. We do this to enrich the professional knowledge of diplomatic practitioners and to strengthen public appreciation for the contributions that diplomacy makes to our national interests. We do it by recording and publishing diplomatic oral histories and by helping diplomats publish books based on their experiences and research. This book is a transcript from ADST’s collection of over twenty-five hundred diplomatic oral histories. Our diverse collection covers a century of U.S. diplomacy and includes those of pioneering minority and female diplomats. In addition, our book series ("Diplomats and Diplomacy Books" and "Memoirs and Occasional Papers"), under which we have facilitated the publication of a hundred books and counting, provide a lasting record of the life, work, contributions, and reflections of America’s diplomats. Susan Kosinski Fritz retired from the USAID Senior Foreign Service as a career minister in 2020. During her 31-year USAID career, she served as Mission Director for Ukraine and Belarus, East Africa, and Serbia and Montenegro. She also served as Acting Assistant Administrator and Senior Deputy Assistant Administrator in the Europe and Eurasia Bureau. Earlier in her career, she was Deputy Mission Director in Kosovo, Regional Democracy Officer in Bulgaria, and Democracy Office Director in Central Asia and in Bosnia and Herzegovina. In Washington, she served as Elections and Political Process Team Leader in the Democracy and Governance Center and held several positions in the Europe and Eurasia Bureau’s Democracy Office. Ms. Fritz was recognized for her service with both the Administrator’s Distinguished Career Service Award and the Presidential Meritorious Rank Award.
