LOVELL is Professor Emeritus of Political Science at Indiana University in Bloomington. He is the author or editor of several books, including The Challenge of American Foreign Policy (1985). DAVID E. ALBRIGHT is Research Associate at the Indiana Center on Global Change and World Peace at Indiana University and former Professor of National Security Affairs at the Air War College in Montgomery, Alabama.
